“The Delhi unit of the Income Tax department has been interrogating Chinese national Luo Sang arrested by it, during searches in 21 locations in Delhi, Ghaziabad (Uttar Pradesh) and Gurugram (Haryana), about hawala racket on Tuesday.”
“Luo Sang who was operating under fake name “Charlie Peng”, had opened over 40 dummy bank accounts at the behest of the Chinese individuals, entering into credits of more than Rs 1000 crore over time. He was operating using a subsidiary of the Chinese company.”
The incriminating documents in respect of hawala transactions and laundering of money with the active involvement of bank employees and chartered accountants were seized by IT officials. Pieces of evidence of foreign hawala transactions involving Hong Kong and US dollars were also found.
“Speaking to KHL, CBDT spokesperson and IT Commissioner Surabhi Ahluwalia said that the Delhi unit of the IT was in the process of interrogating Luo. He was running this scam from the last 3 years and had been changing his addresses at a regular time. He was staying in Dwaraka in Delhi, while his current address was: Phase-V, DLF Gurugram.”
He was using 8-10 bank accounts and represented fake Chinese companies in hawala operations worth Rs 300 crore. He was infusing cash of around Rs 3 crore through hawala on daily basis with the help of bank employees in “Bandhan Bank” and “ICICI bank”. The bank employees are also being interrogated in this connection.
“Luo had two Aaadhar cards- the first Aadhaar card was issued in the name of a Charlie Peng on the address “ Sector 19, Dwarka, Delhi”. The second Aadhaar card carried the address of Manipur. The 40-year-old Chinese national has also an Indian passport issued in Guwahati. A PAN card recovered from him carried the name of Charlie Peng. He is a Chinese national hailing from Lhasa( Tibet).”
“Luo married an Indian girl to make the process of acquiring an Indian passport, easier. His wife hailed from Lunglei in Mizoram. The IT department has also recovered his wife’s passport. He was earlier arrested by Delhi Police September 2018, under charges of espionage. However, he was let go later by court.”
